So the dealer we got the hat from also has a complete late Victorian/early Edwardian men’s riding habit minus the hat. We didn’t catch it because it was in a completely different booth. Anyway, it seems you were correct in identifying it as a riding hat and I’m now wondering if we inadvertently separated a complete ensemble…OK, I can see it now. Interesting indeed. I might be way off here, but are you sure this isn't woman's formal riding hat?
