These are two dress clips are on a clip-mates connector. When you open each clip there's a little "23" on the back of each one. Any particular significance? Otherwise no stamps other than the "Clip-mates".

It occurred to me to look on trifari.com to see if I could find your piece - and I did - in blue:

Their prices are super inflated but the information is mostly accurate and confirms what I said about dating it. It might help you with your description. If I were still adding to my collection I would be interested but at this point I have way, way, way too much!!!!
