Agree with early '60s - unless the hem has been taken up (it looks quite deep) in which case, it may be late '50s.

I concur with early 60's.

It was very common to have 3" or hems in "good" dresses then.
I remember my Mom always put at least a 3" hem in all the dresses she made for both of us.
