Unknown pleated chiffon gown

My mother was a long-time collector of vintage clothing especially designer. Most I have been able to identify except this one. I assume this was from the 70s. It is pleated chiffon with a silk slip lining. I can't quite read the label: PERTEO(or U)A_(last letter?) . Google searches gave me nada.

Any thoughts? Thank you!
