I could be wrong, but there is either something missing from this dress at the collar and skirt areas (as in it was removed), or it has been altered to make some sort of costume.

What fabrics do you think it is made of? How do you get into it? A zipper? Where? Hooks and eyes placket? How are the seams made?

Yes, I'd like to know if it has a side metal zipper, and if so, what sort.
From here, in the absence of further information it looks like a late '40s - early '50s velvet and ruched taffeta evening dress that has been put through the washing machine, the poor love.
