I agree with Maggie in that it's a type of satin weave, a variation on a jacquard I would think. Not actually quilted: it's woven to give that look, although a close up of the front and underside will help.
It looks like a lovely Mother of the Bride suit from the late '50s to early '60s - it's three pieces, isn't it? A skirt, top and jacket? The fabric looks like silk to me. So if it's reversible I will go with silk damask, and if not reversible - silk brocade or silk brocatelle.
