That is a wonderful hat indeed. It is made of a silk "plush" or what was once termed "hatter's plush", which is a special napped silk textile made to imitate beaver felt. This stuff was in use for hats since the early 19th century and fell out of favor around WWI, so it cannot be dated accurately that way. the style of top hats did not change very much through the decades, but there are clues. The lining looks pre 1930, so possibly 1890 - 1920s. Hard to say for sure unless I had it in hand.

Can you show the entire interior? The sweatband and construction have clues also.

It is antique, likely very early 20th century, possibly late Victorian.

What size is it? Larger sizes are scarce and are more sought after.
