What is this item?

Hello! I have a mystery item that came with a vintage beaded collar (see my other recent post in the same forum) and I was wondering if anyone knows what it is? It was sold as a "body strap" and is around 16 ft (~5 m) long! Thanks

Yardage - it's probably late 19th century, or early 20th century and for applying to a skirt hem or the lower edge and opening of a cape.

I agree with Jonathan and I have a box full of it.

Depending on length it does look like the bottom of skirt hem, late Victorian, also used on neck lines but your is to long I suspect, skirt hem I think.
