What is this Jewelry Piece Used For??

I have these two matching pieces. Each one has two square faceted blue glass pieces, and a clear one in the middle--all prong set. The mark on the back says "Made in France". I cannot figure out what it is used for. Does anybody know? Was it used to sew to a dress? The stones are very good, and the pieces are old. Each piece is curved, and each one measures 2" long.

Any help would be appreciated!

Thank you for your generous input! Perhaps either possibility--shoe clip or heavy strap/coat clips--is a winner. What has been troubling me is that it seems the "pin" would flop over, if sewn to that single bar on the back. If it had two bars, I could see that working. But maybe if it's sewn to a heavier or furry fabric, it would be propped up fine.

I do not believe they are shoe clips. I think Maggie is correct - that they are meant to be sewn onto (and then removed for cleaning) heavy weight fabric clothing as decoration.

My memory has just been jogged - Eisenberg used to sew these on to their garments but often they were cut off by people trying them on so they began making costume jewelry brooches, dress clips and pin (fur) clips. Here's a little information in the LR:
