Would love help dating a skirt!

I would love help dating this! There are no tags, so I’ve included pictures of the talon zip (front and back) and the seam construction. Thank you for any help in advance

Looks like a 70s era garment, possibly an undergarment (petticoat, crinoline) of sorts. Probably for a long dress that needed flare at the bottom?
