MJ's right: it's a difficult case. Colour run removers require washing, and laundering this garment will likely expose it to more damage. Also colour run removers need to be applied as soon as possible after the run, preferably whilst the garment is still wet.
Your stains have likely been there for some time, which will make it harder too. I recommend taking the garment to a specialist and seek their advice, a textile conservator or restorer.
If the garment was a lost cause you could try your luck with laundering but it's likely to do more harm than good: it's a risk. Vintage printed silks are prone to running when washed (as someone has done here) and it's also hard to get stains out of silk.
