Yes, pellon isn't loved by dry cleaners, so I would handwash if you can (depending on the fabric). I usually remove the damaged hem, undo it and cut off the minimum and rehem: it freshens it up. Unless you can soak the dress, the stains are almost always there for good and it looks so much...

That is nice embroidery. I generally associate this sort of garment with Indian '70s for the tourist market but they were made for a long time, perhaps still are being made so hard to date, when unlabelled. Hard to date even when labelled. The initials on the back could also be an upside down...

It looks like CA07658, which, if correct, is registered to YM Inc. They have several brands but it doesn't look like a current one. You could research the company to find out more. The labels look '80s-early '90s to me.

The label, with information for multiple countries, suggests '90s and I bought several metres of that exact rayon velvet (colour and all) with that unusual sort of striped crush, in 1995 if that helps.
