Dating this party/ hostess/ holiday dress please

Found this several years ago and fell in love, but don't know much about designer from online sleuthing. Would love to know who made this dress and what year it was made, as well as what it may have been worn for (to me, it just screams Thanksgiving). Also, what material is the top and bottom? The zipper says Talon on it. I realize the belt is missing, and that the skirt may have lost its pleating (right word?) But what else don't i know lol?

Any idea what material the bottom portion of the dress might be? It's like a metallic gold foil... is it possible to re- crease the previous folds?
 
I just listed a dress made of similar fabric and I called it lame (pronounced la-may). There are fabric experts here who might be able to give you a better answer. And I'm not sure about the folds - I think it would be hard to re-crease fabric like this.

I thought it looked like lame, but wondered if there was a better word to use for it. The union label inside wasn't used until the mid 70s, right? Lastly, is there any way to determine who made this dress?
