I reverse image searched this photo, trying to find some credible information. I did see it described here as circa 1910, Eastern European, and yes, swimsuits.
Topless male bathing doesn't really, umm, take off, until the 1930s, but of course there are earlier exceptions. Whereever these chaps were from it seems it was quite normal. To me the facial hair works with a 1910-20 date, although I don't know whether Eastern Europe would have been different on that. They were ahead of the game on swimming trunks, but behind the times on 'taches, perhaps?
