any help dating this piece would be appreciated. it appears to be handmade, some color bleed around underarms. could this be silk?

    How cute is THAT?!

I would say 40s and silk or rayon for the material. You can test the buttons for bakelite by spraying a Q-Tip with bakelite and rubbing one. If the tip turns yellow then it's bakelite.

    That print is amazing.
