… so I did s search on typewriter keyboard history, and while the letters are standardized by the 1890s, the other marks are not - brackets, dashes, asterix, exclamation marks, etc. and seem to be put wherever the manufacturer thinks is best. Quote marks are most commonly found over the two, but I also found the hash tag and dash mark (see below). So I bet the date on the tailor's tag could be 1917, 1927, or 1937, and it is just a typo because the person typing touched the upper case key at the same time as the number key.
